Question regarding administering medication

Hi everyone, I have to complete some questions for a gap assignment, and would really appreciate some ideas for the following scenario:
Sarah reads on the medication form that one of the infants needs 2.5mls of Panadol medication at 1pm. She is currently the only carer in the room as her lead educator is on lunch. She however notices it is 1pm so goes to the fridge and finds the infants medication as she does not want to be late in administering it. She checks the label for the child’s name and does amount, measures the medication and gives it to the child, then puts it away. She carries on with her duties and forgets to fill in the medication book.

I understand this is a legal situation, as she is in breach of National Regulations 95 (by administering medication alone), and 92 (by failing to record the details).
The part i'm stuck on is:
c) If you were the lead educator, what action would you take and who would you report to if required?
I'm sure you would first inform the other educator of their misconduct, as they mustn't have been aware of the law in place. I imagine the Director should be informed too, and would they legally have to inform someone that this has occurred? Parents/family of the child, Gov organisation? Would you still fill in the medication book, even if the medication wasn't administered with a witness?
I would appreciate any amount of help, as I'm having trouble finding these answers online- and i'd rather not submit guesswork! :D
