Centres Policies and Procedures Relating To WHS

Hi im currently completeing my diploma and im struggling with one question.
Scenario
you have a new staff member starting at the centre.
write a list of all the centre policies and procedures relating WHS that you will need to explain to her. Include what regulatory bodies dictate what policies are required, what limitations are applicable to staff and who would you seek outside advice if required.

my answer so far
• Fair work act 2009
• Monthly WH&S checklists
• Emergency and evacuation centre policy
• Harassment and bullying
• Bushfire safety

The regulatory bodies that dictate what policies are required include ACECQA and City of Bayswater food act.

What im struggling with is the limitations part, I just don't even undertstand it.? Help please

what limitations are applicable to staff

For this question, I think it means what limits does an educator have when dealing with each WHS policies. For example:

Manual Handling: Practice safe lifting and carrying - Use aids such as trolleys and step ladders.
Slips, Trips and Falls: Clean spills immediately and display safety signs in hazardous areas - Keep all walkways clear.
